        VACANCY ANNOUNCEMENT 6 SUPPORTING STAFF FOR HIGHER EDUCATION MANAGEMENT INFORMATION SYSTEM DEVELOPMENT
        

        Date:  2 November, 2017

        I.  OBJECTIVE AND PURPOSE OF THE ASSIGNMENT

        HEMIS consists of following eight subsystems Academic Foundation, Curriculum Management, Student Recruiting, Admissions, Student Records, Academic Advising, Financial Aid and Student Financials subsystems within the framework of student lifecycle. Development of each subsystem goes through its lifecycle stages, which has totaled following 5 steps: i) business analysis, ii) system analysis, iii) system design and coding, iv) testing, and v) implementation.

        Therefore, additional supporting staff to the each HEMIS consultant must be required in order to complete in a timely manner.   

        Detailed Terms of References for these 6 positions are outlined below. Interested candidates should submit an application material consisting of the following documents, prepared in English language:

        -       Cover letter (maximum two pages) explaining the reasons for applying to the position, describing how the candidate’s qualification, skills and work experiences meet the selection criteria

        -       Curriculum vitae

        -       One reference letter from the previous employer, (position related)  and

        -       Copies of all diplomas and certificates for related to applied position    

        All documents should be enclosed in a sealed envelope that indicates the applied position, and hand delivered to the specified person at MECSS by 5 pm of 13 November 2017. Please note that the submitted documents will not be returned to the applicants. 

        Only the short-listed candidates will be contacted and asked to (i) have a job interview and professional proficiency exam with the MECSS’ selection committee; and (iii) provide proof of work experience and original copies diplomas and certificates at the interview and exam. 1 person should be applied for no more than 2 positions.   

        TERMS OF REFERENCE 

        1.      Supporting staff for the Team Leader/ System architect (18 person-months)

        S/he will report to and perform the assigned tasks under the direct supervision of the Team Leader/System Architect. 

        Detailed tasks:

         

        ·         Provide support to the consultants in the implementation of their tasks for the achievement of results (communication, agenda, hotel reservations for field trips to countryside etc.)

        ·         Maintain records on all consultants (contracts, TORs, time and attendance etc.)

        ·         Ensure proper filing of documents;

        ·         Make logistical arrangements for the prompt and effective implementation of the team activities;

        ·         Draft minutes of meetings (with MECS, HEIs, faculty members, administrative staff etc);

        ·         Monitor budget expenditures and maintain a proper record (training, testing, per diem, travel expense, office supply etc.);

        ·         Advice and assist consultants on all aspects of allowances, travel claims and other financial matters and calculate payments due for claims;

        ·         Maintain inventory including verification and transfer to MECSS after successful completion of the whole tasks (computers, tables, chairs, data center server equipment);

        ·         Prepare monthly, quarterly and annual progress reports based on inputs of the consultants;

        ·         Ensure timely submission of the project reports to the PIU and MECSS;

        ·         Provide support to the consultants on conducting trainings to be held at approximately 100 HEIs;

        ·         Prepare past real data regarding every step of student life cycle for the pilot 6 state universities (For instance, preparatory work for data of admitted students between school year 2016-2017 in a given format will be executed.)

        Qualifications

              Bachelor degree in information technology, economy and/or other relevant disciplines;

              Minimum 2 years of working experience in IT field;

              Written and oral English proficiency;

              Excellent formal Mongolian writing skills;

              Ability to produce official reports and documentation;

              Proficiency in MS Excel, Word, and Powerpoint. 

         

        2.      Supporting staff for the Business Analyst (18 person-months)

         

        S/he will report to and perform the assigned tasks under the direct supervision of the Business Analyst.

         

        Detailed tasks:

               Provide support to the Business Analyst to conduct many different stages of Feasibility Analysis to check how much idea can put into action for development;

               Communicate with MECSS, the PIU, team consultants, and officials at 100 HEIs to gather information; 

               Identify and capture user requirements using customer interviews and surveys;

               Assist in specifying/identifying business requirements, business process analysis, and document analysis; 

               Provide support to building multiple use cases to describe each action that an user will take on the new subsystem;

               Assist in testing the system;

               Prepare data in accordance with test scenario prepared by the Business Analyst;

               Assist in writing system help manuals;

               Assist in preparing functional test scenarios;

               Prepare past real data regarding every step of student life cycle for the pilot 6 state universities (For instance, preparatory work for data of admitted students between school year 2016-2017 in a given format will be executed.)

         

        Qualifications

              Bachelor degree in information technology, economics and/or other relevant disciplines;

              Minimum 2 years of working experience in business analysis;

              Understanding of the concept of Concept modelling, Roles and Permissions Matrix, Context diagram, Traceability matrix, Business process analysis, Use Case and Scenarios, Business Rules Analysis.

              Good understanding of academic activities of higher education institutions;

              Good communication skills;

              Written and oral English proficiency;

              Excellent formal Mongolian writing skills;

              Ability to produce official reports and documentation;

              Proficiency in MS Excel, and Word.  

         

         

        3.      Supporting staff for the System Analyst (18 person-months)

         

        S/he will report to and perform the assigned tasks under the direct supervision of the System Analyst.

         

        The main tasks:

         

               Provide support in defining the entire system in detail;

               Conduct user experience tests for mockup/sketch of each subsystem;

               Prepare metadata in accordance with a given format (For instance, names of all countries, provinces, and currencies so on will be prepared.);

               Work on all data collected by Supporting staff for the Business Analyst, and transfer them to subsystems according to a given format.

               Prepare past real data regarding every step of student life cycle for the pilot 6 state universities (For instance, preparatory work for data of admitted students between school year 2016-2017 in a given format will be executed.)

        Qualifications

              Bachelor degree in information technology, applied mathematics, and/or natural science;

              Minimum 2 years of working experience in system analysis;

              Good understanding of system design tools such as Sybase Power designer, Mind map, Balsamiq, Sketch tools

              Written and oral English proficiency;

              Excellent formal Mongolian writing skills;

              Ability to produce official reports and documentation;

         

        4.      Supporting Staff for the System Developer (18 person-months)

         

        S/he will report to and perform the assigned tasks under the direct supervision of the System Developer.

         

        The main tasks:

         

               Assist in creating unit test plans;

               Assist in executing unit tests;

               Assist in developing performance test cases;

               Conduct tests, and prepare test reports for the System Developer;

               Prepare testing data in accordance with functional test scenario, and conduct testing;

               Assist in preparing user manuals, and conducting trainings

         Qualifications

              Bachelor degree in information technology;

              Minimum 2 years of working experience in system development;

              Good understanding of system IDE tools such as system JDeveloper, Netbeans, Eclipse  tools;

              Good understanding of Java, and Javascript;

              Written and oral English proficiency;

              Excellent formal Mongolian writing skills;

              Ability to produce official reports and documentation;

         

        5.      Supporting staff for the System implementer (18 person-months)

        S/he will report to and perform the assigned tasks under the direct supervision of the System Implementer.

         

        The main tasks:

         

               Write user help manual for system administration;

               Write user manual for end users;

               Prepare video lessons by each functions for online training for end users (approximately 60-70 video lessons);

               Prepare presentations for trainings;

               Prepare training schedules, and arrange trainings;

               Work at call center to help users;

              Prepare past real data regarding every step of student life cycle for the pilot 6 state universities (For instance, preparatory work for data of admitted students between school year 2016-2017 in a given format will be executed.)

         

        Qualifications

              Bachelor degree in information technology, applied mathematics, and/or natural science;

              Minimum 2 years of working experience in system testing and training;

              Good communication skills;

              Good understanding of enterprise system;

              Written and oral English proficiency;

              Excellent formal Mongolian writing skills;

              Ability to produce official reports and documentation;

         

        6.      Supporting staff for the IT engineer (18 person-months)

         

        S/he will report to and perform the assigned tasks under the direct supervision of the IT Engineer.

         

        The main tasks:

        ·         Assist in installation of network, server, and storage;

        ·         Assist in configuration of network, server, and storage;

        ·         Assist in installation of operating system, database server, application server, and middle tier servers;

        ·         Assist in deploying Academic Foundation, Curriculum Management, Student Recruiting, Admissions, Student Records, Academic Advising, Financial Aid and Student Financials subsystems;

        ·         Assist in tuning to operating system, database server, application server, and network configuration based on results of performance test;

        ·         Enter data of graduates of 100 higher education institutions from archives to the HEMIS (all graduates’ hard data since foundation of higher education institutions. For instance, National University of Mongolia was established in 1942. Hard data on paper since 1942 will be entered into the system);

        ·         Prepare past real data regarding every step of student life cycle for the pilot 6 state universities (For instance, preparatory work for data of admitted students between school year 2016-2017 in a given format will be executed.)

        Qualifications

              Bachelor degree in information communication technology;

              Minimum 2 years of working experience in information technology engineering field;

              Good understanding of N-tier network (Cisco switches, firewall, load balancer, HTTP server, Oracle database server, Oracle web logic server, flash storage);

              Written and oral English proficiency;

              Excellent formal Mongolian writing skills;

              Ability to produce official reports and documentation;
