        The Ministry of Education, Culture Science and Sports (MECSS) is implementing a loan project L2766-MON: Higher Education Reform Project, which is financed by the Asian Development Bank. The MECSS is now accepting applications for the following vacancy: Higher education specialist. 


        Detailed Terms of References for these positions are outlined below. Interested candidates should submit an application consisting of the following documents, prepared in English language:

        -       Cover letter (maximum two pages) explaining the reasons for applying to the position, describing how the candidate’s qualification, skills and work experiences meet the selection criteria

        -       Curriculum vitae

        -       One reference letter from the previous employer, and

        -       Copies of all diplomas and certificates

        All documents should be enclosed in a sealed envelope that indicates the applied position, and hand delivered to the specified person at MECSS by 5 pm of 22 March 2017. Please note that the submitted documents will not be returned to the applicants.

        Only the short-listed candidates will be contacted and asked to (i) have a job interview with the MECSS’ selection committee; and (iii) provide proof of work experience and original copies diplomas and certificates at the interview. Previous applicants need not re-apply. 




        A.         Duties and Responsibilities


        The Higher Education Specialist is a full-time staff of the Project Implementation Unit (PIU) and will be in charge of planning; implementation, monitoring and evaluation of the project activities related to accreditation and quality assurance; curriculum development; application of CDIO standards in engineering and technology programs; upgrading learning environment; labor market information system; higher education governance, management and financing; administration of competitive grants; other related areas pertinent to specific outputs of the project; as well as support implementation of the National Programs on Outcome Based Education and Research Based Universities.


        The main duties and responsibilities of the Higher Education Specialist will include the following tasks but required to perform any other tasks in the areas of responsibilities, as deemed necessary. S/he will report to and perform the assigned tasks under the direct supervision of the Project Coordinator, and guidance of the Project Director designated by the MECSS, and work in close collaboration with the Project Officer of the Asian Development Bank.


        Specifically, the Higher Education Specialist will:


        (i)        Ensure that the project activities are implemented in line with the relevant policies and procedures adhered by the MECSS, Ministry of Finance and ADB;

        (ii)       Closely consult and liaison with the MECSS’ relevant departments, divisions, higher education institutes and other stakeholders;

        (iii)      Develop and manage activities related to higher education governance, management and financing including the application of the recommendations provided by the project consultants;

        (iv)     Oversee implementation of the twinning program implemented by the National Council for Education Accreditation;

        (v)      Identify and implement activities related to curriculum accreditation and internal quality assurance at HEIs;

        (vi)     Oversee implementation of the subproject on application of CDIO standards in engineering and technology programs;

        (vii)    Manage the competitive grants under the project and ensure timely implementation of the projects financed by the grants together with the project Research and Training Specialist;

        (viii)   Identify the needs of the rural higher education institutes and facilitate the upgrading of their learning environment;

        (ix)     Support the project Research and Training Specialist in managing and monitoring the higher education human resource capacity building activities;

        (x)      Support the project Research and Training Specialist  in managing the establishment of distance education centers under the project;

        (xi)     Support the MECSS in development and implementation of the National Programs on Outcome Based Education and Research Based Universities;

        (xii)    Support the Project Coordinator in preparing and monitoring the Project Performance Management System (PPMS);

        (xiii)   Prepare the monthly, quarterly and annual reports for the responsible areas;

        (xiv)   Support the project procurement activities in the areas of responsibilities, in accordance with the agreed procedures of ADB and Government;

        (xv)    Coordinate and monitor the performances of the international and national consultants in the areas of responsibilities, and ensure timely submission of consultant’s reports to MECSS and ADB;

        (xvi)   Guide, assist, coordinate, and monitor project activities to be implemented by the beneficiary higher education institutions;

        (xvii)  Facilitate establishment of partnerships and the promotion of collaboration among national HEIs, between national & international HEIs, and between HEIs and industries;

        (xviii) Ensure that the project activities are closely coordinated with the higher education projects implemented/financed by other institutions;

        (xix)   Make necessary arrangements and provide support the project monitoring and evaluation by Government and ADB; and

        (xx)    Provide interpretation and translation services, as needed.


        B.           Required Qualifications, Skills and Expertise 


        The applicant must possess and demonstrate the following qualifications:


        -       Advanced University Degree in educational policy and management and other relevant disciplines;

        -       10 years of relevant experience working in higher education management, education policy, and administration;

        -       3 years of relevant experience working on projects and programs on higher education development;

        -       In-depth knowledge of the Mongolian education system, and solid understanding of relevant government policies in higher education;

        -       In-depth understanding of university development, management, governance and financing; 

        -       Experience and solid understanding of accreditation and quality assurance;

        -       Demonstrated ability to design and deliver effective projects and proposals; 

        -       Experience working for projects financed by ADB and other international development agencies;

        -       A solid understanding of project implementation policies and procedures adhered by Government and ADB is an advantage;

        -       Ability to think strategically and translate idea into plans and actions;

        -       Excellent communication, interpersonal and team work skills; and

        -       Strong oral and written Mongolian and English proficiency
